James Cleverly has said Britain will judge Russia “by what it does, not what it says” over reports of offers to allow civilian evacuations from Ukraine.
However, the minister for Europe and North America called the proposed routes to Belarus and Russia “nonsense”.
Two previous ceasefire attempts around the southern city of Mariupol fell through over the weekend.
