Fencing, National Guard return to Capitol Hill ahead of President Biden's first State of the Union

Members of Fencing and the National Guard have returned to Capitol Hill before President Biden’s first speech on the state of the Union. Inside the Capitol, attending Congress members will be required to take the COVID-19 test, but masks will be optional. CBS News Congressman Scott MacFarlane reports from outside the Capitol.
