The 30-year-old, who last played for England in 2019, is currently on loan at Bristol Bears’ Bath.
Bath was happy to keep Hughes, who impressed this notion at Rec, but he is now ready to move to France.
Clermont are close to concluding a deal for No8 and are set to join the summer when his current £ 500,000 a year contract expires.
London Irish had also expressed an interest in Hughes, especially when he was on loan earlier this season, but he chose to go to France.
Hughes is set to return to Bristol in April when his loan expires in Bath, and he will end the season with them.
A move to France means he is officially unable to play for England, but he has recently been linked with a move to Fiji under new qualifying laws introduced by World Rugby in January.
