A dispute is brewing over Marks & Spencer’s plans to demolish and rebuild its flagship London store.<\/b><\/p>\n<\/div>\n

\n

Minister Michael Gove had already ordered a review of the idea due to concerns about carbon emissions from the building’s planning.<\/p>\n<\/div>\n

\n

Now landlords have said delaying the plans could jeopardize Oxford Street’s investment appeal as a site of national economic importance.<\/p>\n<\/div>\n

\n

According to M&S, the revision was necessary due to changing consumer habits.<\/p>\n<\/div>\n

\n

She wants to rebuild the site with a smaller shop, offices and a gym.<\/p>\n<\/div>\n

\n

But that plan for the 100-year-old art deco shop in Marble Arch ran into trouble after Mr Gove stepped in.<\/p>\n<\/div>\n

\n

Earlier this week, M&S said it was “confused” by the planning review ordered by the Leveling Up Secretary.<\/p>\n<\/div>\n

    A letter from landlords and property investors sent to Mr Gove on Friday said their “principal concern” was that the decision would undermine “the attractiveness of the West End as an international centre”.<\/p>\n<\/div>\n

    They said the West End, where the M&S store is located, is attracting major investors to the capital and that the London flagship stores are helping to support “marginal businesses in other UK cities”.<\/p>\n<\/div>\n

    \n

    The letter was signed by Sir Peter Rogers, chairman of the New West End Company, which represents retailers and hoteliers. It has also been signed by real estate investors including Royal London Asset Management.<\/p>\n<\/div>\n

    \n

    The study will consider the pros and cons of planing and rebuilding the store versus converting it. A new report containing the government’s recommendations will then be published. <\/p>\n<\/div>\n

    \n

    M&S claims a complete revamp is needed as the way people shop has changed. This has become even more evident during the Covid pandemic, when more customers chose to buy online.<\/p>\n<\/div>\n

    \n

    The retail giant also claimed that the store is unattractive and does not provide a pleasant experience for customers or employees.<\/p>\n<\/div>\n

    \n

    Sacha Berendji, director of property, technology and development at M&S, this week accused Mr Gove of blocking “the only retail-led renewal in the whole of Oxford Street”.<\/p>\n<\/div>\n

    \n

    He said the building was denied historic preservation due to its poor design quality and, while safe, cannot be modernized by retrofitting because they are three separate buildings that contain asbestos.<\/p>\n<\/div>\n

    \n

    He said that an independent assessment of the building’s carbon footprint over its life cycle found that new construction offered greater sustainability benefits than retrofitting.<\/p>\n<\/div>\n

    \n

    “Upon completion, [it] will be in the 10% best performing buildings in London,” he added.<\/p>\n<\/div>\n

    \n

    The revamp was approved by London Mayor Sadiq Khan and Westminster City Council, but plans were then shelved.<\/p>\n<\/div>\n

    \n

    A report on the potential carbon footprint caused by the building’s planing had warned that the environmental impact would clash with City Hall’s planning guidelines.<\/p>\n<\/div>\n

    \n

    Architect Simon Sturgis’ report said the plan was “absolutely insane” and instead recommended converting and renovating the existing store. <\/p>\n<\/div>\n

    \n

    Activists from Save Britain’s Heritage and Architect’s Journal, in another letter signed by top names in the industry, urged Mr Gove to launch a public inquiry into the scheme.<\/p>\n<\/div>\n

    \n

    That letter claimed that bulldozing the historic building would “pump nearly 40,000 tons of CO2 into the atmosphere.”<\/p>\n<\/div>\n

    It also said the plan would destroy “an elegant and important interwar building.”<\/p>\n<\/div>\n

    \n

    “We should adapt the building, not destroy it,” it said.<\/p>\n<\/div>\n

    \n

    The Department for Leveling, Housing and Communities said the decision to order a planning review was “taken in accordance with established policy”.<\/p>\n<\/div>\n

    \n
