All have been promised a \u00a3400 rebate on their household energy bill this winter to offer some relief from rising prices.<\/b><\/p>\n<\/div>\n

\n

This is part of a government support package to help people with rising costs of living. <\/p>\n<\/div>\n

\n

But millions of people are still unsure how to get the promised discount.<\/p>\n<\/div>\n

\n

Mobile homes can vary in size and structure, and often it is retirees and semi-retirement owners who pay the park owner a fee for their pitch. <\/p>\n<\/div>\n

\n

Many car park residents feared they would not receive the promised \u00a3400 energy rebate. Their concerns led to a petition signed by more than 11,000 people demanding confirmation they will not miss the payment promised to each household.<\/p>\n<\/div>\n

\n

While the government has stressed they will receive the money, the mechanics of how their bill will be discounted remains unclear.<\/p>\n<\/div>\n

\n

Residents have no direct relationship with their energy supplier and therefore cannot receive a simple discount like everyone else. The park owner is billed by the energy company, then the owner bills residents for the electricity they use. <\/p>\n<\/div>\n

“A lot of people thought they wouldn’t get it [the money]. However, there is no doubt and I have been assured by government officials that this money will be paid,\u201d says Brian Doick, who lives in a mobile home in Sussex and is President of the National Association of Park Home Residents.<\/p>\n<\/div>\n

\n

\u201cThis will not be a cash payment but will be made in a cover way [some of] the cost of your electricity bill. It could be vouchers or something else but I’m sure you’ll get paid from October. We get paid the same as everyone else.”<\/p>\n<\/div>\n

\n

For most regular billpayers, the rebate will come in six installments, with a rebate of \u00a366 off energy bills in October and November and \u00a367 per month from December to March 2023.<\/p>\n<\/div>\n

\n

A government spokesman said officials and ministers were “working urgently” to ensure everyone, including residents of the car park, received the assistance. <\/p>\n<\/div>\n

    Mr Doick, an 81-year-old retired firefighter, says support is vital as campervan occupants face inflation-related increases in their pitch fees.<\/p>\n<\/div>\n

    \n

    Each year, the park owner may collect the fee in accordance with the Retail Price Index (RPI) inflation measure, which is currently 12.3%.<\/p>\n<\/div>\n

    \n

    Many residents also have access to gas cylinders or tanks outside their home, but this too has risen in price.<\/p>\n<\/div>\n

    \n

    Hundreds of thousands of tenants pay rent including utilities – but the type of contract can vary. <\/p>\n<\/div>\n

    \n

    John Gallagher, a lawyer with the Shelter housing foundation, says that in the case of a fixed rent including utilities, there is no specific legal obligation for a landlord to pass on the energy discount.<\/p>\n<\/div>\n

    \n

    Tenants are “at the mercy of their landlord,” he says.<\/p>\n<\/div>\n

    \n

    However, for those paying a variable service charge that covers gas and electricity, the landlord is not allowed to overcharge or make a profit on the energy used.<\/p>\n<\/div>\n

    \n

    “If [landlords] plugging in government support and continuing to charge you the same utility rate or more, they could be breaking those rules,” he says.<\/p>\n<\/div>\n

      The National Residential Landlords Association (NEAT) agrees that where tenants are being charged higher prices for the energy they use, the rebate should be passed on to them by their landlord.<\/p>\n<\/div>\n

      \n

      However, a spokesman pointed out that there would be instances where flat rents were set without reflecting recent increases in energy costs, in which case the landlord would shoulder the impact of higher prices.<\/p>\n<\/div>\n

      \n

      In principle, however, landlords with a house electricity connection, where an energy flat rate is included in the rent, should \u201cpass on the reduced payments to the tenants\u201d, according to the government. <\/p>\n<\/div>\n

      \n

      Other tenants such as B. Tenants of housing associations in municipal heating networks who obtain their heat from a central heating boiler that reaches all apartments in a building instead of having a single boiler in their house pay their heating costs via utility bills.<\/p>\n<\/div>\n

      \n

      Many of these residents are at risk and live in assisted or assisted living. Although the Government has said they will definitely receive the \u00a3400 rebate, this is another group awaiting details on how the money will get to them.<\/p>\n<\/div>\n

      \n

      From the outset, the government has said that residents of Northern Ireland should get the \u00a3400 rebate.<\/p>\n<\/div>\n

      \n

      Energy supply is different to the rest of the UK and the price cap in England, Wales and Scotland does not apply here. But prices have also risen in Northern Ireland in the last year.<\/p>\n<\/div>\n

      With no functioning executive government in Stormont, the issue will be discussed by a task force set up by Chancellor Nadhim Zahawi.<\/p>\n<\/div>\n

      \n

      A week ago, Northern Ireland Finance Minister Conor Murphy said there had been a “long overdue” confirmation that the rebate would apply in Northern Ireland.<\/p>\n<\/div>\n

      But he added there was no guarantee that households in Northern Ireland would receive the money from October like the rest of the UK. Instead, payments could not be made until early next year.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
