Holidaymakers and lorries could expect long queues at the Port of Dover when the new EU border control IT system arrives, the port chief has warned<\/b><\/p>\n<\/div>\n

The Entry\/Exit System (EES) is to be introduced at the end of May. <\/p>\n<\/div>\n

\n

People entering the block from non-EU countries must register fingerprints and a photo with their passport details. <\/p>\n<\/div>\n

\n

Doug Bannister told the BBC its launch could mean “a rough start to the summer”.<\/p>\n<\/div>\n

\n

This initial registration is valid for three years and must be validated at every border crossing during this period. This replaces the passport stamp. <\/p>\n<\/div>\n

Mr Bannister said: “Dover is the place in the UK where this really bites” because the system of side-by-side border controls means entry into France is checked at the port. He said the current plan is for registration to be completed at the port under the supervision of French border police.<\/p>\n<\/div>\n

\n

He said it could take 10 minutes to register a car with four people: two minutes per passenger and then two minutes for the vehicle. <\/p>\n<\/div>\n

However, the port does not yet know which technology will be used and therefore exactly how long the process will take.<\/p>\n<\/div>\n

\n

Mr Bannister told the BBC: “We’ve heard that one of the solutions is an iPad-like thing, [with handles] for fingerprints, and the camera takes care of face recognition in addition to passport data. But we didn’t see it. So we don’t know for sure.<\/p>\n<\/div>\n

\u201cYou can imagine trying to pass that around a car. And especially if you have kids in the back, how do you get them to do it right? Maybe someone is sleeping in the back, you need to wake them up.\u201d<\/p>\n<\/div>\n

\n

He warned the system appears to be designed for an airport environment, not for people traveling in vehicles, and that the port has safety concerns about people having to disembark their vehicles in the busy terminal.<\/p>\n<\/div>\n

    If crossing the border takes longer than it does now, he said, “we will have more traffic jams than this year”.<\/p>\n<\/div>\n

    Mr Bannister called on the government to push the EU and France towards a solution that would involve registering outside the port.<\/p>\n<\/div>\n

    He described a risk to business and the economy if the port slowed, warning of “quick and damaging effects on trade” and travel.<\/p>\n<\/div>\n

    \n

    The Port of Dover boss’s comments follow the release of a letter to the Transport Select Committee from Eurostars Chief Executive Jacques Damas, in which he “explained the uncertainty surrounding [EES]” than something that “hangs over” the operator. <\/p>\n<\/div>\n

    Mr Damas said the longer time it takes to process UK passengers traveling from London to mainland Europe after Brexit means stations have 30% less capacity than in 2019. <\/p>\n<\/div>\n

    Last month, the BBC revealed trains to Ashford or Ebbsfleet in Kent may not restart until 2025. Mr Damas said reopening intermediate stations would take border resources away from London.<\/p>\n<\/div>\n

    On Wednesday, the Port of Dover insisted the summer holiday season had been going smoothly, save for the weekend at the start of the school holidays when holidaymakers were caught in exceptionally long queues. <\/p>\n<\/div>\n

    It blamed this on not having enough French border police deployed earlier in the day, but said the French had stepped in quickly to ensure the backlog was being cut.<\/p>\n<\/div>\n

    Mr Bannister said he had not asked the French for an apology.<\/p>\n<\/div>\n

    Tourist numbers through Dover are still below pre-Covid levels, although the port says they have recovered well. <\/p>\n<\/div>\n
