The European Commission has urged countries across the bloc to cut their gas consumption by 15% by March as Russia fears cutting supplies.
The target is said to be voluntary but will become legally binding when Moscow turns off the taps this summer.
The important Nord Stream 1 pipeline from Russia to Germany has been out of service for ten days for maintenance work and is scheduled to be turned off again this Thursday.
But there are concerns that Moscow will not live up to its promise.
EU member states will vote on the Council’s rationing plan at a meeting of energy ministers on July 26.
