Japan approves plan to open its first casino

Japanese officials have approved controversial plans to build the country’s first gambling resort.

The complex will open in 2029 in the western city of Osaka.

Casinos have long been illegal in Japan. But in 2018, a law was passed that provides exceptions for games like poker or baccarat to create jobs and boost tourism.

Public opinion is divided, with some concerned about a rise in crime and gambling addiction.

In addition to the casino, the 5.3 million square foot (49 ha) complex will include a hotel, conference center, shopping center and museum.

“We hope that (the casino) will become a tourist base that will introduce the charm of Japan to the world,” said Prime Minister Fumio Kishida.

The project has an initial investment of 1.8 trillion yen (US$13.5bn, £10.7bn), with US-based casino operator MGM and Japan’s Orix Group each owning 40% stakes in the company.

The other 20% is owned by local companies such as West Japan Rail, Kansai Electric Power and Osaka-based Panasonic.

According to a Japanese news service, officials expect the resort will attract around 20 million visitors annually and bring about 1 trillion yen in economic benefits to the region annually.

The project was proposed years ago but was delayed due to the Covid-19 pandemic and a corruption scandal involving a ruling party lawmaker who was accused of taking bribes while in charge of casino policies.

Japan is considered a promising market for gambling. With around 126 million inhabitants, it is the third largest economy in the world.

It also has proximity to wealthy Asian players, particularly those from China. Macau is the only Chinese city where casino gambling is legal.

A similar plan was put forward by Nagasaki Prefecture to build a casino at Huis Ten Bosch, a Dutch-themed theme park.
